Sadly, that’s just the way it is here in many cities and counites.He might benefit from being neutered (if not already) and some basic training. If you must rehome him, please share with your family, friends, and co-workers and ask them to do the same; the shelters and rescues are full and it’s much harder for a dog to beat the shelter kill stats.
